原本应该是：Where there is a will, there is a way.
will 是“意志”、“决心”的意思，way是“出路”、“方法”的意思，有决心、有意志就会找到方法、就会有出路 --> 有志者事竟成。

电影里改为：Where there is a will, there is a weapon.
这是男主角的自信，意思不是“有枪者事竟成”，而是“只要你有想拥有武器的决心和意志，我就能给你弄到武器，无论你在哪”，简言之，哪里需要哪里就有枪。
